QUIESCE Command

The new QUIESCE command allows you to force all users off an instance or a database, and to put the instance or the database into a quiesced mode. Users with the correct authority have exclusive access to the quiesced instance or database and can perform system administration or database maintenance activities. (Users with sysadm, sysmaint, or sysctrl authority always have access to a quiesced instance, and users with sysadm or dbadm authority always have access to a quiesced database.) After these activities are completed, you can use the UNQUIESCE command to restore user access to the instance or the database without a shutdown and subsequent database restart.
