Overall

1. Data and information, and the business processes that create, store, process, and use them, are the property of the enterprise.

2. An organization must share any data and information that it creates, stores, or uses within the enterprise, unless privacy or legal considerations dictate otherwise. Since an organization cannot own data, it may not charge another for the data it supplies. It may, however, charge an "access price" based on its legitimate costs to make the data available.

3. Efficient business operation requires that data be shared with customers, vendors and others. Those who need or otherwise desire to share data beyond the enterprise must obtain permission from the Data Council. ...
