Abstract

When it comes to cyber war, it can be impractical to predict the future. However, this does not mean one should resign all hope and take a “come what may” attitude toward cyber warfare and cybersecurity. A deep understanding and awareness of cyber threats and their prevention and mitigation is crucial if the United States is to maintain leadership in this arena. But before this can occur, leaders must agree on whether a “cyber war” is being waged today, identify associated problems, and determine how to solve them.
