Introduction

1. Some government entities receive cash inflows from the sale of goods or services to other government entities or the public. These are called revolving funds, enterprise funds, working capital funds, industrial funds, or internal service funds. A public utility is a typical example in which user fees provide budget input. Some government organizations, such as public transportation or the Food and Drug Administration, receive a combination of appropriated funds and user fees. These organizations are also budget driven and would benefit from the concepts of this book. They will not be differentiated from organizations funded entirely by appropriation.
