Introduction

It is a popular notion of senior executives and officers to blame budget woes on the “bean counters” who make all the poor decisions and short change the important programs of government. If it is true that bean counters make key decisions, managers should welcome the opportunity to regain their rightful decision making leadership role. If it is not true, leaders should stop blaming others for what is inherently their responsibility.
