The term passive-aggressive refers to behavior that interferes with someone else's goals without directly opposing them. Negativism and procrastination are the key weapons in the passive-aggressive individual's arsenal. No matter how good your plan of action is, they will find reasons to be negative about it. Once a decision has been made to follow a course of action they will drag their feet no matter how clearly you convey the urgency of the situation. The more you push, the more they dig their heels in.
