Throughout this book, the word development has been preferred to growth as the goal governments should be striving to realize for their societies. This, however, should not be taken to imply a simple rejection of growth, but rather of its use as a shorthand for the stimulation of consumption. In itself, growth is neither good nor bad; it is the way in which it is achieved that can be problematic.

Applying the principle of using resource management to limit environmental impact is not to say that growth should be halted or reversed. Such simplistic solutions should be rejected.
