Section 6.1 originally appeared as an Inside Risks column, CACM, 35, 4, 164, April 1992, and was written by Marc Rotenberg, while he was Director of the Washington Office of Computer Professionals for Social Responsibility. He is now with the Electronic Privacy Information Center. He chairs the ACM Committee on Scientific Freedom and Human Rights.
