Global investment in infrastructure must continue if there is to be progress. Projects will become more costly and the edge of complexity will continue to advance ahead of our competency to deliver projects efficiently.

The record reveals that we are not wholly competent in the way we formulate the economic and financial appraisals of projects (phase 1) or develop them into operation (phases 2 and 3). Very few mega projects are abandoned because, once started, they become too big to fail. Nevertheless most are delivered late (often by several years) and over budget (often by more than 50%).

It is doubtful that we will create a methodology that eradicates delays and budget overruns but that does not mean there is no option ...
