Triple Helix and Territorial Intelligence 2.0 1

The aim of this chapter is to present the public policy of competitive intelligence in Brazil through the example of the implementation of a strategic intelligence model based on a university-industry-government relationship for the consolidation of a national system of Science, Technology, and Innovation (SNCT&I, in Portuguese). This public policy is based on the principle of bridging knowledge and skills transfer, and it relies on a Government Device 2.0: the innovation portal.

14.1. Evolution in the 2.0 world

The emergence of the 2.0 concept, first on the Web, was the realization of profound changes in the societal organization. However, more than a technical phenomenon, it is in fact the consecration of new modes of operation, organization, learning, and decision-making. This has led to the emergence of the 2.0 concept, which is commonplace today, with the use of concepts like Enterprise 2.0, Education 2.0, and Management 2.0. The question now arises: What is the phenomenon by which an activity emerges as 2.0? This phenomenon basically involves an architecture of participation, a social architecture, and an architecture of shared, collaborative and distributed computer applications.
