Ohio's Farmland Preservation Task Forces

The habitat conservation planning case (Chapter 4) highlighted how government as an institution, in the form of the Endangered Species Act, combined with governmental actors to provide regulatory relief to influence collaborative efforts. This chapter examines how, in the absence of regulatory threats, governmental institutions and actors can encourage collaborative environmental management through a grant program. Through a study of 15 counties involved in the Ohio Farmland Preservation Planning Program, we look at the role of the state government as an institution, as well as local governmental actors and institutions, in encouraging collaborative planning.
