Autoscaling is available as part of the Compute Engine API, but the restriction is that it is for managed instance groups. Also understand that in case of a zone failure or if a group of instances fails, 33% or one-third of the capacity is lost; but the remaining capacity is still there in other zones. The Autoscaler moving window is very fast—just 1 min. Autoscaler moving window means how fast autoscaling can be enabled by initiating more instances.
