Cloud SQL is very simple to use and has fixed use cases. It is used as a database infrastructure for applications running elsewhere.
You can also use it for wordpress sites, e-commerce applications, CRM tools, and geospatial applications that are compatible with MySQL or PostgreSQL. Thus, in the use cases where you might have to opt for MySQL or PostgreSQL, you can opt for Cloud SQL.
