SAFE is a guide for implementing security on the enterprise network. It is not meant to serve as a security policy for any enterprise networks, nor is it meant to serve as the all-encompassing design to provide full security for all existing networks. Rather, SAFE is a template that enables network designers to consider how they design and implement their enterprise networks to meet their security requirements.

Establishing a security policy should be the first activity in migrating the network to a secure infrastructure.
