Which to Fear More: Internal or External Security Threats

Opinions vary as to whether internal security threats are more serious than external ones. A scan of the security landscape leads me to believe that among security professionals, the trend is to consider internal threats more deadly and costly, whereas SMB chief information officers (CIOs), chief executive officers (CEOs), and system administrators have a tendency to view external threats as being more serious. The issue of which type of threat is more serious will probably never be definitively resolved.
