The first thing each organization must consider is its overarching governance model for IT. Governance, by definition, is how decisions are made. This aspect is more important than your organization structure.

If the business units in your organization are autonomous and typically can pursue their own approaches in an effort to foster innovation, you have to look for examples in your organization where centralization has successfully occurred—and mimic those models.
