In the coming decade, China will continue to wrestle with the quandary of being a reluctant global power, while still maintaining its own development. This is likely to be a difficult, and at times rocky, process. China will tell the world that it is focused on its own internal issues, as outlined by Kate Westgarth in the first chapter, trying to shy away from leadership on issues that do not directly relate to it.
