National Governments Should:

1. Establish appropriate machinery to evaluate the extent to which women participate in and benefit from both general and sectoral development programmes at all levels of society in every major sector of national development programmes by:

  1. ensuring that development agencies different sectors of national planning include large number of women in their staff;
  2. sustained efforts to integrate women into national development and planning, particularly in policies for employment, education and health;
  3. establishing qualitative and quantitative targets for 1960-1965 and projections ...
