Consider a hub-and-spoke VPN topology in which multiple remote sites have a site-to-site VPN connection to a headquarters location. In such a topology, if one remote site wanted to communicate securely with another remote site, the traffic would travel between the sites through the headquarters location, rather than directly between the sites. One fix for this suboptimal pathing issue would be to create a full mesh of IPsec site-to-site VPN connections, which would provide a direct IPsec VPN connection between any two remote sites.
