Although the initial implementations of HTML did not allow for the specification of style sheets, the original philosophy behind the design of HTML, as formulated by Tim Berners-Lee, the inventor of the World Wide Web, is actually implicative of the use of style sheets.

The original philosophy behind HTML utilized tags to mark elements (headings, paragraphs, lists, images, links, and so on) that to indicate the structure of a page, while leaving the actual appearance of those elements up to the individual browser being use to display them.
