The need for a structured framework is not something new. Over the years, departments in many companies have been developing their own homegrown solutions to problems they encountered. They purchased off-the-shelf software to solve other problems they had. Although these applications solved most of the problems that they were intended to solve, they also introduced other problems into the workplace.
