This is relatively a new application from Nordic Semiconductors. It is used to add new IoT nodes to a IPv6 enabled router via Bluetooth Smart. Firstly, it scans for IoT nodes in range which contains BLE Node Configuration Service (a Nordic propriety service). Secondly, it will connect to the node and add these nodes to the network based on Bluetooth Smart. You can add your Wi-Fi network in the application to connect the BLE nodes. You can manually install or scan for an existing Wi-Fi network.
The application is open-source and the code can be found at https://github.com/NordicSemiconductor/Android-nRF-BLE-Joiner. The application needs Android 4.3+ with Access Coarse Location permission.
