Relay network

When running a big-scale blockchain across multiple continents, it is sometimes required, due to legal or performance reasons, for example, that these continents' systems can run separately for each other. Each continent can have its own network of nodes running independently, but they are all connected to each other through trusted node(s) that relay validated blocks of transactions to and from each continent's network.
