At the end of the nineteenth century, following the American Civil War, a large piece of territory in America’s Midwest was argued by settlers to be ‘Unassigned Lands’. The various treaties with Native American tribes were said to have left an area that was public land, which should be made available for settlement by anyone, not just Native Americans. The government disagreed, arguing that the land was still part of Indian Territory, and issued a proclamation forbidding settlement of the land, but a popular campaign for settlement continued.
