At the height of the Hoover prosperity in 1927, a few farsighted men among the foundations recognized that despite the seeming prosperity there was much still to be desired in the health care of the American people. Joining with other forward-looking foundations, they organized the Committee on the Cost of Medical Care and provided the funds for an authoritative study of the subject.
