The Social Security Administration (SSA) launched its multilingual gateway in July 2001, providing access to information in 14 languages (French was the most recent addition). So far, the most popular languages are Chinese, Korean, and Russian, respectively.
The SSA takes a rather unique approach to web globalization by relying primarily on localized portable document format (PDF) files instead of localized web pages. The exception to this rule is the Spanish site (see Figure 2), which does provide a large number of localized web pages. ...
