You don't always get what you ask for from employees, but you almost certainly get what you reward for. To create a culture of urgency requires building both formal and informal systems for celebrating people who take initiative and make things happen. When people throughout the organization see that agility, accountability, looking for responsibilities, and taking action are highly valued and rewarded, you will see a change in attitude.
