The HoloLens emulator lets you simulate a physical HoloLens device while developing apps. It is not technically required, especially if you have a physical device on hand throughout your development cycle. Even so, devices get borrowed, moved around, or otherwise become unavailable, so it's wise to have a plan B:
- From the Install the tools page (https://developer.microsoft.com/en-us/windows/holographic/install_the_tools), use the HoloLens Emulator link to download its installer.
