Getting started with Arduino development is easy. An enormous amount of work has been done to make this possible. The Arduino design process can be as simple or as complex as you need it to be, and the freely provided software is an excellent place to begin.

It’s far from perfect, but it’s a great start. You’re encouraged to make suggestions, provide constructive criticism, help with testing or documenting, and in other ways contribute to the project in any way you like.
