You can choose a different pricing tier or App Service plan to scale up your website. This can be done from the App Service plan settings inside the Azure Portal as well, such as when scaling out your Web App.
Navigate to the Azure App Service settings in the Azure Portal and, under Settings, click on Scale Up (App Service plan). You can then select a different App Service plan, as shown in the following screenshot:
