Objectives

A federation is a grouping of things in which each of the things retains a degree of autonomy. Historically the term arose in a political context to describe how regional political units (e.g., states or provinces) band together to form a nation while still retaining a level of regional autonomy.

The concept of federation applies equally well to the creation and management of services. It is not unusual for different organizations to independently develop services.
