Microsoft Expression Blend
Microsoft Expression Blend is an application provided by Microsoft to overcome the shortcomings of WPF and the Silverlight designer integrated in Visual Studio. The current version of Visual Studio, 2010, has a well-done WPF integrated designer, but the previous version, 2008, lacked a lot of functionality.
Another reason we have an additional WPF designer in Blend is because Visual Studio's audience is more development oriented, while Blend's audience is more designer oriented; in fact, the target audience of Blend is not the application developer but the application designer.
