The Birth of XML Protocol

In April 2000, the SOAP v1.1 specification was released to the public as a collaborative effort from Microsoft, IBM, DevelopMentor, Lotus Development Corp., and UserLand Software, Inc.

After releasing the specification, SOAP was submitted as a Note to the World Wide Web Consortium (W3C) for consideration. In May 2000, the W3C acknowledged the submission, following several months of soliciting feedback and evaluating the industry need for an XML-based messaging protocol.

It wasn't difficult to find evidence that such a protocol was needed and wanted. The W3C decided to take action by starting the XML Protocol Activity and creating the XML Protocol Working Group in September 2000. This working group consisted of W3C members, ...
