It can be confusing to know which tool to use if you aren’t familiar with its capabilities. When you create a user with the Server app, if there are SACLs configured for a select list of services, the Server app automatically adds that new user to the SACLs. This can be confusing if you carefully construct a SACL to restrict access to the AFP service, and then wonder why the user you created with the Server app is not restricted from using the AFP service.
