Step scaling policies

In the Target tracking scaling policies section, it is mentioned that if insufficient data is available, step scaling policies could be used. To elaborate on this, a CloudWatch alarm could be set to be invoked when a metric state is INSUFFICIENT_DATA. Such a policy is called a Step Scaling Policy. All step scaling policies make use of CloudWatch alarms. CloudWatch alarms can be set to be invoked when a specific CloudWatch metric (CPU utilization or memory utilization) exceeds or goes below a set threshold.
