4. Financing AIDS programs over the next generation

The future of the AIDS pandemic will not be determined solely by money. But substantial financial resources will be needed if rates of new infections and AIDS deaths are to be sharply lower in 2031. Funding demands for the pandemic will grow, even under the most favorable of scenarios, but strategies exist today to lower the long-term cost trajectory if wise policy choices are made now.

The good news is that the level of resources that will be needed to achieve the desired outcomes in 2031 is achievable. The bad news is that some signs of donor fatigue are already evident.
