12. Developing a Balanced Portfolio

I introduced the concept of the balanced portfolio in Chapter 4, “Strategic Alignment.” In subsequent chapters, I developed and presented additional concepts to aid in developing a portfolio. In this chapter, I expand upon those tools and concepts to develop strategies and doctrine for a comprehensive, balanced portfolio. I begin with a formal definition:

Balanced portfolio—A balanced portfolio contains all programs, projects, and activities required to ensure the success of all strategic value tracks.
