55. How can I thoroughly identify and manage external dependencies?

Nearly every project has at least some external dependencies. At least the initial request and the final deliverable generally involve a connection to parties outside of the project. In addition, there may be myriad other outside connections, for parts, information, decisions, and many other external dependencies. Managing these connections starts with identification, and it relies on meaningful commitments and tracking.
