Ideally, each team member should commit fully to the project. Of course, that is not always possible in reality because of conflicting priorities. Instability can be introduced into the process if a team member's commitment falters. Each task should be performed with conviction. Everyone is responsible for their own level of commitment, but the organization should also take responsibility in motivating the team members to "give it their all."
