important that you have some sort of process in place for processing and triaging bugs to encourage people to file and fix important bugs in a timely manner. If your bug tracker is neglected and not prioritized, people will stop filing bugs and begin shouting complaints into the void; and when your team eventually digs into the bug tracker, more than likely they will be fixing unimportant bugs and ignoring important ones.
We need to improve this process. There are too many buckets, many things "get lost" in the ether. Rally is also cumbersome and discouraging to use.
