An incremental backup relies on a starting point that contains all blocks: this is known as the incremental level 0 backup. Then an incremental level 1 backup will extract all blocks that have changed since the last level 1 backup, or the last level 0 backup if there have been no intervening level 1 backups. A cumulative backup will extract all blocks that have changed since the last level 0 backup, irrespective of whether there have been any level 1 backups in the meantime.
