This isn't exactly true, or at least, it is easy to misunderstand. If you use AJAX to develop webpages, developers need to take the (small!) extra steps to make that AJAX also available to people who are navigating by keyboard. The incorrect implication here is that you can't make accessible dynamic, rich sites.
