This is wrong IMHO. Blocks are parts and the name of a block is therefore the part name (if the block is concrete that is). What is called a part name here is the component name. E.g resistor R12 in an electrical design is a component, an instance of a part in the context of a higher order part. The part specifies the resistor value and the upper watt limit and the precision.

The distinction between a concrete part and the type (e.g. type 'resistor' seems not clear in SysML.
