xs:simpleContent is used within xs:complexType elements when defining a complex type with simple content (text content plus attributes), when either extending an existing simple type (adding attributes) or restricting an existing complex type with simple content (removing attributes or restricting the simple content). All of the type definition takes place within the child xs:extension or xs:restriction elements.
