xs:annotation?, xs:element*

The xs:all element is used to create groups of elements that can appear in any order within their parent. Like the xs:all element itself, the xs:element declarations contained by xs:all have another restriction placed on them: all of their minOccurs and maxOccurs attributes must be set to 0 or 1.
