$fh= new FileHandle [filename[,mode]]
Constructor. Creates a FileHandle, which is a reference to a
newly created symbol. The optional parameters,
filename and
mode, are passed to open. The FileHandle object is returned
if the open succeeds; otherwise, it is destroyed.
